When are we allowed to change our primary jurisdiction?

Can we change the primary state/primary jurisdiction after we have taken and passed the NAPLEX?

Can we still change it after we have taken and passed BOTH the NAPLEX and the first MPJE?

And what is the purpose of designating one single state as "primary jurisdiction" if we can obtain licensure for multiple states via license-by-exam?
